My knowledge on this subject is a tad dated. However, I am quite certain there's still a ssh client with cygwin. So, were you to get that set up, you should have a full bash experience from the DOS box on that Win machine. How well the Win screen readers do with old DOS apps is another story I know nothing about anymore.
