I also think that weatherbug has great local weather reporting, and the only things I didn't like about it were that it could have been a bit more accessible with window-eyes, and the popup ads of course (smile). Two years ago, I tried searching for "weatherbug" on freshmeat, but didn't find anything. I'm fairly happy with braille.wunderground.com right now, but if anyone does know of a gnu/linux text console client for weatherbug, I'd also be interested in hearing about it.
