The make install step failed to copy libspeech.o and libspeech.h from their locations inside the speech-dispatcher home directory to where they could be seen by other packages. Perhaps that problem has propagated to the debian precompiled package. In the source archive, those files can be found under ./src/c/api and I needed to copy them to /usr/local/bin and /usr/local/include in order to get speechd-up to compile.
