hi, the video card in my dad's laptop shares 64 mb of system ram. I haven't seen more than that being shared but it is possible. There are some "integrated chipsets" (like your VIA and mine) that do share system RAM. These are very inferior to the vid cards with their own fast RAM (for graphics). I don't think there is any chipset that shares 128MB video RAM with the system RAM. Mine shares up to 32MB, that's the largest sharing amount I have seen.
