Its becoming very common to save money on motherboards. Most server
boards now have integrated video that shares system RAM, since users
don't care about graphics on a server. The boards that do have shared
video RAM can usually be configured in BIOS for the sharing amount.
For example, my VIA board can be set to share video RAM from 2MB to
32MB. The VIA twister chipset is now becoming very popular, it uses
this scheme. Many new Intel boards do this too, and its almost the
standard on embedded PCs now.
