This is because the caps lock key doubles as another speakup key like the num pad insert key does. This was done to make it easier for laptop users; a damn nice feature, if you ask me. I get pitch changes over capital letters when I cursor over them with Speakout, Flite Soft synth (dispatcher) and when I use a windows ssh client and depend on Window-Eyes on the terminal end.
