Yes you can. What we do is to use the speech dispatcher discussed extensively on previous messages on this list (see the archives). Speech dispatcher can be configured to drive software synths like software DECTalk, Festival and Flite. Then speakup is configured to use sftsyn as its synthesizer of choice. You also need speechd-up to go inbetween Speakup and the Speech Dispatcher.
