Are ICMP packets important?

Just for kicks I tried to ping my mysterious packet thief, the
address that seems to be stealing my ping echo-requests, and got
the following:

64 bytes from 10.13.7.254: icmp_seq=5 ttl=255 time=7.65 ms
64 bytes from 10.13.7.254: icmp_seq=6 ttl=255 time=7.09 ms
64 bytes from 10.13.7.254: icmp_seq=7 ttl=255 time=7.41 ms
64 bytes from 10.13.7.254: icmp_seq=8 ttl=255 time=8.03 ms
64 bytes from 10.13.7.254: icmp_seq=9 ttl=255 time=7.72 ms
64 bytes from 10.13.7.254: icmp_seq=10 ttl=255 time=7.29 ms

I am not sure what all this means. Anybody know a way around this
barrier? or how to get further info?
