Make install in the speech-dispatcher tree didn't move them into place? If not, that's a speech dispatcher bug which should be reported. I installed the speech dispatcher from debian packages so I never noticed that although originally libspeechd.h didn't get moved into place so I reported that and I think they fixed it.
