I have been playing with a wav file editor for a couple of years,
and a new upgrade is now available on my web site, the URL is
given below.

The 0.4 revision is a simplification in many respects, with help
screens brought into sync with functionality. Wedit is mostly a
front end to standard sound utilities such as sox, lame,
trplayer, timidity, and most recently mplayer. It can accept many
many different formats, but can only write a few (mp3,
ogg/vorbis, trv, and wav). It is not a big league program, of the
sort that Karen is looking for by any means, but it is highly
accessible and might meet a niche.
