Hi, Ryan.
To get the best use out of speakup you really need a hardware synth, but
there are projects going to make software dectalk modules and festival
modules  for software speech and speakup.
If you really want to use speakup you can try one of those two projects, or
you can look at another screen reader called yasr which also can use
software speech.
