Exinm File Permissions

I've been having trouble with getting exim to send locally.  I have
/var/spool set to owner mail and group mail.  According to the mainlog, it
complains that the user samuel at interfree.ca doesn't have permission to write
to that folder.  At least, I think that is what the log is trying to tell
me.  In a Debian setup, who should own /var/spool?  I think that any user
you want to mail to has to have a userid, and so they do.  There is a user
id samuel on the system.  It seems to want all users to be able to write to
the spool folder.  How to I set that?  Here is the log entry.  Maybe I am
misinterpreting this.
