Alex, it's a bit of both. Basically what the livecd does is give you a mini os so to speak so that you can install gentoo. It provides you with the ability to ssh if you need to, provides youw ith links for a web browser, an irc client, and a couple of other things that you may need. What I also like about this is that I can boot the cd on a machine, set the root password, and start ssh. From there, I can ssh into the box I just booted, and do the install remotely if I choose. You can find gentoo instructions here: http://www.gentoo.org/doc/en/gentoo-x86-install.xml The docs do not tell you how to get the speakup kernel to boot, from what I've been told, once it's conciddered stable, then they will include a small section on how to get the cd to boot with speakup.
