I think you forgot to specify TCP as the protocol. Instead of iptables -t nat -A PREROUTING -i eth0 --dport 23 -j REDIRECT --to-port 80, try iptables -t nat -A PREROUTING -i eth0 -p TCP --dport 23 -j REDIRECT --to-port 80.
