I'm not exactly sure what you want here. Honestly, I'd  suggest you go with linux. why? you don't have to pay several hundred dollars for software and screen readers that I personally think are better then the windows ones, but that's just my opinion.

As to what distro, I like debian, think it's a good starting point, but redhat/fedora is also something good to learn on. I prefferr gentoo, but it is advanced and takes a lot of learning.
