Usrdev driver update

I've fixed the compatability problem with speakup-1.5 (which was really a
directory structure problem) and the problem where the major number was
being reported as zero incorrectly.

The installation process has been changed somewhat to work with
speakup-1.5 and I've updated the installation instructions accordingly,
including using absolute paths to reduce confusion.

The changes to Config.in, Makefile, and speakup.c are now being handled
with a patch rather than direct overwriting which will hopefully make the
code automatically compatable with speakup-2 if there are no changes to
the driver API.  This change has also neccesitated some of the changes to
the installation instructions, unfortunately making Doug's Mini-Howto
temporarily obsolete, at least as far as our code is concerned.  Hopefully
it can be updated with the changes soon.

Also because of finals and other concerns this will be the last
development of the usrdev project for at least a week.
