Note, I've not tried this yet, so none of this is first hand. However, it seems what the author has done is to create a kernel patch which allows one to add and remove speech modules. The modules themselves don't live in kernel space, just the code which interfaces them to the kernel and allows adding and deletion of modules. Jupiter is one such module.
