Installing Speakup and Debian

In the debian\potato dir on the ftp server is a file "install.bat".  That
will install speakup.  You need to edit it for your machine.

I was  visiting the the Speakup FTP web site, and see two folders. What is
the reason for a folder called "Debian" and another folder called "fDebian"?
Can I use the following line to install both Speakup and Debian on Drive D?

\loadlin\loadlin \linux\vmlinuz root=/dev/hda2 speakup_synth=dectlk rw

I have downloaded debian-2.2r2-speakup.iso onto D:. I also found
"fdisklin.bat" and "linuxins.bat" in the root directory of C:.
