I understood them to say that they would take the image files in addition to the file that has already been converted to either rtf, txt, doc, etc. They just want the images on hand in case ocr improves significantly. I too would question the value of trying to maintain image files in any quantity, you would need enough to make it worth while to even bother, but not so many that your storage and band width are taken up by storing and uploading.
