Your screen reader is mis-reading the drop down box where you select the
character set. Here is quite granular instructions.
Go to Tools, Options menu.
Go the the Send tab.
Go to the International Settings button.
Hit your up arrow key one time.
Go to the OK button and press it.
Go to the OK button and press it.

Notice that the setting you are looking for is not in the same place as
the setting for uuencode vs mime. I tested this before giving the advice
and it works.
