Installing Debian and Speak

Forgive the newbie questions. I have lost the instructions to subscribe.

I have replaced the 15GB HD of this Pentium 3 600MHz desktop: due to HD
failier. I formatted the 30GB into two 15GB patitions. My C: has Windows 98
Second Edition and I wish to install Debian with Speakup on D:. I have my
DECTalk Express on COM1 and downloaded the Debian 2.2r2 with Speakup ISO
file. How would I make a Speakup 1.44MB floppy? After I got the floppy I
wish to start installing Debian Linux on drive D. I am totally new, so
please be gentle. I have computer knowledge going back to the Commodore 64
and following DOS to Windows. I am getting very unhappy with Microsoft.
