Hi Cheryl: I am not sure what is the problem here. When you unpacked the tar ball did it create a directory called linux in /usr/src? I am also not sure if v-0.10a will work with 2.2.19. You might try going to the speakup web site and getting README.cvs and checkout. That will bring you up-to-date with the current speakup code which has gone through significant changes since the v-0.10 release. It isn't really any more involved than using the tar ball, most everything is done for you.
