Just to confirm.  Window-Eyes does not have support for talking dos boxes.  So if you run console programs under windows 95/98/me you will have to have a 
dos screen reader.  If you already own one use that.  If not and you probably won't use it much get jaws for dos.  It is freeware so that can work.
