installing debian

Sorry if this question has been asked on the  list before.  I attempted to 
skim through the archives and didn't find the answer.  What should the 
layout of the dos directory look like to install the talking debian found 
on the speakup site?  I know the directory needs to be called c:\debian but 
where do the files go with in that directory such as the base-2.2.tgz and 
the drivers.tgz?
