We are talking about something perfomred only once from within rc.local so I cannot believe saving a couple of milliseconds once a day is a very big deal! One advantage of the copy method is that is open ended - it copies whatever files you put in the source directory and does not complain if some are not there - with the echo method you have to have a separate echo statement for each value you want to set. I am sticking with the copy method.
