I would not bet that Dialpad might work on Linux, but not with any of the text based browsers. The catch is that the service uses a Java based program. As for it being inherantly gui based, Java is definately not. In fact, IBM has done quite a bit of work with speech access in Java. If memory serves correctly, they even have a screen reader based entirely on Java. The catch is that it must run in a virtual machine.
