I recently ran across this project.  It sounds very encouraging.

To get an idea how speakup looks and feels, I downloaded a redhat
installation disk image.  I then used dd to write this image to a floppy.
Upon reboot of my machine, I never heard anything.  at the lilo prompt, I
typed text" for a text based installation.  I have a DECTALK Express; so,
downloaded the decextn.bin file.  It is plugged into cua0.

At what point during the boot should I expect to hear speech?  I am curious
because the console driver has to hold characters until at least the minimum
drivers are available.  

Are there any additional kernel command line parameters which should be
given to enable speakup?
