[RFC PATCH 28/28] x86/tools: Drop x86_64 support from 'relocs' tool

The relocs tool is no longer used on vmlinux, which is the only 64-bit
ELF executable that it used to operate on in the 64-bit build. (It is
still used for parts of the decompressor)

So drop the 64-bit handling - it is dead code now.
