[PATCH] cgcc: fix __DECIMAL_DIG__

There seems to be a mixup about how to calculate __DECIMAL_DIG__
especially for PPC.

Fix it by using the correct values: 21 for 80 bit long double (i386)
and 36 for 128 bits long double (all the others).
