Another attempt to fix the attribute parsing.

This patch delay the finalized of the abstract int type so it
can take the __attribute__ in the end of declaration. 

It complicate the bit field parsing because the abstract type can
show up in the base type of bit field.

It assume in the finalize stage the modifier only apply to the
simple base type.  In the case like:

int (*fn)(void) __attribute__(x);

If the attribute x need to handle in finalize stage, it need
to extend the while loop in apply_modifiers()
