Agreed. I find the wording a bit ambigious in bindings/serial/8250.txt and snps-dw-apb-uart.txt:

Required properties:
[...]
- interrupts : should contain uart interrupt.

It uses the word "should", and not "must". Maybe "should" means "must"...
