[PATCH] tty: Replace TTY_IO_ERROR bit tests with tty_io_error()

Abstract TTY_IO_ERROR status test treewide with tty_io_error().
NB: tty->flags uses atomic bit ops; replace non-atomic bit test
with test_bit().
