I'm confused here:

Doesn't adding it here mean it defaults to "offload", instead?

later on, it does:
                dev->hw_features = NETIF_F_SG | NETIF_F_FRAGLIST |
                                   TUN_USER_FEATURES | NETIF_F_HW_VLAN_CTAG_TX |
                                   NETIF_F_HW_VLAN_STAG_TX;
