I guess no-one replied because this mailing list is related to the portion of the linux kernel implementing the SCTP stack, and it has nothing to do with TIPC...

A quick google shows they have a mailing list at http://tipc.sourceforge.net/mailing_list.shtml you might try there for better luck.
