I might be wrong but the following two lines:

the first '&' is not needed, because we use a modulo in a next step

and module is for certain binary numbers equivalent to '&', so this
could be changed into 
		index_stripped = postq_index + 1;
		index_stripped &= (ARCMSR_MAX_ARC1214_POSTQUEUE - 1);
( ARCMSR_MAX_ARC1214_POSTQUEUE is equal 0x100)

and this

into
