[PATCH] scsi: allow persistent reservations without CAP_SYS_RAWIO

Persistent reservations commands cannot be issued right now without
giving CAP_SYS_RAWIO to the process who wishes to send them.  This
is a bit heavy-handed, allow these two commands.
