Would iscsiadm be used to create the vlan.. This would be introducing another way to create vlans..

Yes, iscsiadm. We already manage the other net settings for these cards with iscsiadm. Originally, we wanted to just use the normal net tools, but that was not allowed, so we do not have very many options.
