[RFC PATCH v2 5/8] libfcoe: remove libfcoe.c, use the same fcoe_ctlr.c instead

Now we have fcoe_ctrl.c in place, we can get rid of libfcoe.c and let
fcoe_ctlr.c continue to do the same job for FIP.
