[PATCH 18/32] scsi/scsi_tgt_lib: scsi_tgtd isn't used in memory reclaim path

Workqueue scsi_tgtd isn't used during memory reclaim.  Convert to
alloc_workqueue() without WQ_MEM_RECLAIM.
