Change details:
	- This patch is part of the BFA cleanup.
	- Removing all BFA FCS handling related files, bfa_fcs.c, bfa_fcs_port.c,
	  bfa_fcs_uf.c & fabric.c.
	- All the files will be merged into bfa_fcs.c in the subsequent patch.
	- Removing first to make the review easier.
