Modify the following BSG commands to operate asynchronously.
- FC_BSG_RPT_ELS
- FC_BSG_RPT_CT
- LPFC_BSG_VENDOR_GET_CT_EVENT
- LPFC_BSG_VENDOR_SET_CT_EVENT
