[RFC PATCH 1/19] Target_Core_Mod Asymmetric Logical Unit Assignment (ALUA) support

This patch adds explict (via SET_TARGET_PORT_GROUPS) implict (via ConfigFS) ALUA support
supporting all primary and secondary access states.  This also also supports both the 
Logical Unit and Target Port Groups abstractions

It also include support for writing ALUA metadata to /var/target/alua for saving Primary/Secondary
access states and status across target power loss, reboots, etc.
