[PATCH 3/6] fnic: Add support for Fibre Channel Services through libFC

fnic_fcs.c: adds support for sending/receiving FCS frames in Ethernet and
FC mode. Interfaces with libFC, passes link events and frames to/from
libFC.

fnic_attrs.c: exposes host state, link state, driver version in SysFS
