[scsi-next v2 2/2] scsi: megaraid_sas: make dcmd_timeout_ocr_possible static

dcmd_timeout_ocr_possible is only used in megaraid_sas_base.c, this
patch makes it static. Furthermore, drop the useless "inline" label
too.
