Driver uses a controller-wide flag to block IOCTLs when controller reset is in progress. This flag is set before controller reset is initiated and clear after the controller reset is completed. Driver will clear the controller-wide block IOCTLs flag after controller reset is failed and controller is marked unrecoverable.
