[PATCH 16/19] qla2xxx: Sparse cleanups in qla_mid.c

Make several needlessly global functions static:
- qla2x00_mark_vp_devices_dead()
- qla24xx_configure_vp()

Remove unused function qla24xx_modify_vport().
