[PATCH 11/13] lpfc: Add reporting capability for Link Degrade Signaling

Firmware reports link degrade signaling via ACQES.

Handlers and new additions to the SET_FEATURES mbox command are
implemented so that link degrade parameters for 64GB capable links
are reported through EDC ELS frames.
