[PATCH v6 3/7] ufs: add UFSHCD_QUIRK_HIBERN_FASTAUTO

Add UFSHCD_QUIRK_HIBERN_FASTAUTO for a broken host controller of
the auto-hibernate capability but it's FASTAUTO only.
