[PATCH v4 5/6] scsi: ufs: Cleanup WB buffer flush toggle implementation

Delete ufshcd_wb_buf_flush_enable() and ufshcd_wb_buf_flush_disable(),
move the implementation into ufshcd_wb_toggle_flush().
