[PATCH V2 18/25] smartpqi: return busy indication for IOCTLs when ofa is active

* Prevent Kernel crashes while issuing ioctl during OFA.
* Before this fix, the driver returned busy indication for
    pass-through IOCTLs throughout all stages of OFA.
